How come the Chicago Blackhawks (NHL) are in the West. Conference while the Bulls (NBA) are in the East Con.?

It's because of the amount of teams in certain areas. Detroit is even farther East and they also are in the Western Conference onf the NHL. More NBA teams in the West, fewer NHL teams.
